To Harvey Reed Fraser for his outstanding leadership and accomplishments in construction engineering and management while in career military service, and for his numerous contributions to the improvement of engineering education while serving as president of the South Dakota School of Mines and Technology.

Dr. Fraser was first commissioned second lieutenant in the Army Corps of Engineers in 1939 and served in all officer ranks through brigadier general. During his military career he was responsible for planning, organizing, and administering the activities of large numbers of men and heavy equipment in various construction engineering projects. After more than twenty-six years of military service, which also included a lengthy appointment as professor at the U.S. Military Academy, he retired from the Army in 1965 to become dean of engineering at the South Dakota School of Mines and Technology. In 1966 he was appointed president of the school. He assumed his present position at the Oregon Institute of Technology in 1975.

During his tenure as president at South Dakota, the school undertook a highly successful building program which resulted in a new library, electrical engineering and physics building, stadium, dormitories, and gymnasium, and an addition to the student union. He also instituted an effective program for the improvement of engineering curricula and development of new staff.
